Registration is not to hard and you can register directly at the NIC itself. Just fill in the form and your good to go.
To check out their whois visit http://www.nic.io/
The domain name has to have atleast 3 letter with a max of 63 letters. IDN is supported.
Price 100 USD for the first year and then 50 USD for a yearly renewal.
The regulations are the standard ones. Note during registration you have to supply 2 nameservers.
I could not find anything about redemption or deletion so better renew early. You are able to transfer to a Registrar prolly resulting in lower prices.

Domain name availability : There is tons left including 3 letter domain names.
Examples : MIA.IO GAL.IO GUM.IO GUN.IO. So if your looking for a short domain name then DOT IO mightbe a good choice
Some more info about The Indian Ocean :
The Indian Ocean is the third largest of the world’s five oceans (after the Pacific Ocean and Atlantic Ocean, but larger than the Southern Ocean and Arctic Ocean). Four critically important access waterways are the Suez Canal (Egypt), Bab el Mandeb (Djibouti-Yemen), Strait of Hormuz (Iran-Oman), and Strait of Malacca (Indonesia-Malaysia). The decision by the International Hydrographic Organization in the spring of 2000 to delimit a fifth ocean, the Southern Ocean, removed the portion of the Indian Ocean south of 60 degrees south latitude.
